I think that the question is good BUT a more interesting question in my opinion would be along the lines of “what incentive structures are present for admissions officers to admit students of different cultural backgrounds to a university and who are those structures actually benefiting, and to what degree?”
I agree, the student on strongly disagree was defensive in his first answer. It may have been as simple as Peter questioning the other two students first, but I think you are right. He would have been more thoughtful if he was less defensive.

Equity is the only accurate measure of equality of opportunity in all professions.
